Intellectual Property Rights (IPR)

Guided by government platform, we integrate all links of the IPR eco-highway to build an integrated online and offline IPR eco-operation system for decision-making and analysis of regional scientific and technological capabilities, macro-industrial layout, transformation of scientific and technological achievements, IPR finance, professional human resources services, cultivation of high-end IPR service providers, and quality improvement of science and technology, so as to promote IPR to lead the high-quality development of the innovation economy, the brand economy, and characteristic industries.

China’s IPR field is still facing many difficulties such as “many creations, few applications, few professionals, and complex management”, making it urgent to comprehensively strengthen the protection of IPR. Recently, the State Council issued the Outline for Building an Intellectual Property Powerhouse in order to enhance the country’s IPR strength in an integrated manner and comprehensively improve the creation, utilization, protection, management and service of IPR.

Relying on the IPR Big Data Center, we have developed four core products to provide a package of services in the field of IPR, such as consultation, planning and operation, for five categories of users, including the government, parks, enterprises, universities, and service providers.

AsiaInfo provides development and operation support services for state-level public service platforms for IPR operation, more than 20 one-stop IPR platforms at provincial and municipal levels, as well as more than 100 enterprises and universities.

The SIPOP, built by AsiaInfo, is a pilot project launched under the guidance of the State’s “13th Five-Year Plan” to “accelerate the building of a national intellectual property operation, trading and service platform and to create an intellectual property powerhouse”. It was initiated by the China National Intellectual Property Administration together with the Ministry of Finance and is the core carrier of the national “1 N” IPR operation system.

The state IPR operation service system is the core carrier and key network for aggregating resources to conduct IPR operation business, and is an important force to promote the high-quality development and high-efficiency utilization of IPR. The national platform plays a leading, informative and coordinating role in the building of China’s IPR operation service system. 

It mainly undertakes the functions of formulating market rules for IPR operation, centralizing the supply of public services for IPR operation, and settling IPR operation transactions and the unified filing and registration of operation projects, etc. It provides a platform and hub for the matchmaking between IPR operation service providers, capital and innovation subjects and the market, through gathering and releasing the power of innovation.
